They are talking of a "whole of government" effort to bio-manufacture and genetically alter people, meaning you and your family. It's not a conspiracy theory, and you can bet it will be mandated. The idea is to forcibly take over people's cellular biology (DNA, RNA) to program people just like we do with computers. You would then be owned by the patent holders.
