The bistro's policy-mandated process is that Feltons must complete their prep-work, including any slicing and mixing. Then, the Felton can apply for sandwich-making rights that must be approved by the Chef on a case-by-case basis. This process was bypassed by the Chef. He will not do an individual review of each Felton's application - he has approved their applications in advance as long as they have met the requirements. Nothing short of effectively stuffing the order queue for Cuban, assuming he isn't a sandwich himself!
