Jay Bilas believes some changes need to be made when it comes to college basketball's current rules. First, the ESPN college basketball analyst called the current charge/block rules a "mess" and a "joke." He then suggested that the game should switch from halves to quarters. Finally, he feels the "overt physicality" of the college game needs to be addressed. (
