NAFCED: New standards have 'unintended consequence beyond acceptability'

I have a question not related to this topic: A friend of mine(Undergrad Clemson/UNC Medical school) told me that some universities and colleges have course without penalty or as he stated "grade forgiveness course" policies.

Does anyone know exactly what this entails?

P.S. I am quite sure my Clemson friend was referring to a certain school located in Columbia, S.C..
