would toughen it. A 2nd targeting penalty in a season would mean missing the rest of the game and the entire next game.

If we wish to slow down demands to gut the game, that is the kind of rule needed, and it needs to be enforced often. If teams are getting the penalties, with the loss of players much worse than the 15 yards, coaches will start to stress heads up play in practice.

It's not a cure-all, and nothing can be. But it will show that the sport is making an effort to help protect players.

They say they'll have more stringent review to get the call right. I like that part. I hate it when the contact is accidental or incidental... like that call on Mack Hollins vs Baylor that cost him the first half of UGA gm.

At one time targeting mostly involved the lowering of the helmet so that the strike is with the top of the head (like spearing), but then I think it started to include other stuff (like shoulders if the receiver of the blow is "defenseless"). What's the rule today.
