I'm fiscally conservative so I can say that's my first, second, and last thought whenever we expand what the government pays for.
Now, I'm also a rational human being (most of the time) and I think in extreme cases you have to help people (I'm a fiscal conservative that supports what the New Deal did in the 30s). To me, this is an extreme case when you have 16 million file unemployment.
How do we pay it back? We go into more debt short term. Long term? I'd bet we cut some programs, which is usually a good idea anyway.
