Question about scholarship limits

I feel that I have a pretty good understanding of the rules of college football. But, one thing that has never made sense to me is that you can only sign 25 players a year, regardless of how many scholarships you have available. Even without sanctions, you could, theoretically have 30+ open scholarships in a given year. The fact that you can't sign 30 kids makes no sense to me. Can someone please help me make sense of this rule?
