I can't help but notice the differences in the quality of the offers that Jonathan Smith has, vs what those ranked above him have.
The other issue on these offers, is that these are all old offers, most of them made from Jan through the visiting period, verbal offers, that did not contain the written offers which can not be sent out until later. As schools land the higher ranked targets on their board, and they stop calling a prospect, and if the prospect calls the staff, they generally inform him that they are filled at his position. So in fact, the actual viable offer list is always much smaller regarding their out of state schools, since those schools can just let the kid drift off as they fill up at positions.
For most players, it makes sense to look at their final 5 schools that they have selected, since those are generally schools which are actively pursuing them, and they are generally the highest ranked schools on their list.
But the Rivals evaluators really need to take a closer look at the NC list, and re-rank the list. Rivals also needs to take into consideration letting some great athletes drift down the list when they have absolutely no chance of qualifying this year, and have no chance of signing with anybody, or even taking official visits in most cases.
