Vote Pairing

I first heard about this when a friend told me he was doing it during last year's presidential election. Have any of you heard of vote pairing (swapping?)

I'm interested in your take on it, in general, not necessarily as it could relate to the previous election.

My friend was swapping with someone out of state so it seems like it would be a means of manipulating the electoral college. I'd need to ask him again, but I believe he did not care for either candidate but agreed to vote for Clinton in the exchange, so I guess the out-of-stater voted for Trump.

Without having discussed/debated it in depth with anyone, I do not agree with the practice but realize there is no way to control it or prevent it from happening.

It was a strategy Trump employed to win the election, thought up by Putin. Clinton will update her book to reflect it soon.
