Ellington shot the ball better from 2, 3 and FT. Ellington was MOP of the 2009 Final Four, so wash on MOP. He also averaged more rebounds and more assists. Ellington gets the vote from me for overall player, but definitely shooter as per the question.

Forgot Wayne was MOP. Still go with Williams. A lot has do do I remember his HS career too. No knocks on Wayne at all.

But if the question is Wayne Ellington vs. The Donald, I take Wayne.
Donald was the better one on one player and certainly had a Championship game for the ages, but Wayne had a more consistent game and overall career.
