lol, maybe it's just a grammatical error. They propositioned them. Not sure which proposition they might have used other than 'how would you like to get your ass shot off for Mother Russia?'.
The joint chiefs of staff tried to convince Kennedy to let them shoot down a commercial flight full of civilians to use as pretense to invade Cuba. Can only imagine on how many occasions we’ve come to stuff like that happening throughout history
Nuts. Hadn't heard that one. I assume it was a foreign flight which is 1% less atrocious?
Sounds very similar to being guaranteed that we had intelligence to support the notion that the "wrong" people had weapons of mass destruction. Call me cynical, but sadly, none of the proposals noted above (in the writeup of Operation Northwoods) are all that shocking.
