I haven't seen or heard anyone address this point, but I was dumbfounded when we were on defense (2nd or 3rd quarter) and penalized for Delay of Game for "Frenetic"(??) activity on the defense??? Can someone explain how the defense can be called for Delay of Game, when the offense totally controls when the ball is snapped?? Offsides on early penetration through the neutral zone I can understand - but "Delay of Game"??? (And I'm not sure "Frenetic" was the explanatory term actually used by the Referee in describing the penalty being assessed, but it was something that foreign to my Football vocabulary, if not more so).
