A big part of that was an undefeated regular season, but most of it, I think, was that UC (in a non-Major/Power conference) was good and is a huge state school in a football crazed state. The next ACC schools are Miami and UNC at 35 and 36.
The ACC would be best off if that foursome (Clemson, FSU, Miami, and UNC) were among the clear Top 5 of the league every season.
Also important to note is that a mediocre WVU team not paired against its historic rivals drew more than all ACC teams but those top 4.
BC is #83, and Syracuse is #77. Cuse is worth a lot in basketball, which is a lesser revenue sport, but BC is worth nothing fiscally in either revenue sport.
