He's still available for other players to get. If you find one in a certain area, other people can find it there too. It's just that, the higher level you are, the higher level the Pokemon is gonna be for you versus for someone at a lower level than you.

It's just something that happens in the game. As you play more, you increase in level. You start at Level 1, and as you catch more and more pokemon, you increase to Level 2 and then Level 3, and so on. The higher level you are, the better the pokemon are that you catch.

It's hard to explain it further without you having knowledge of the game. But basically......as you get better in the game, you encounter rarer types of pokemon that you don't encounter when you're just starting out playing.
