Either you didn't read what I posted, or you're being intentionally argumentative. There is most certainly a distinction between those two assertions, and it's the difference between sounding like a racist or citing a statistic.

I read your post and I'm not a racist and I'm not being argumentative. The two statements are the same unless you add qualifiers.

Reasons for are not relevant to what I'm saying. I don't disagree that economic conditions may play a part.
