The database already exists for controlled substances, at least in most states. However, giving access to anyone other than medical personnel opens a number of issues, privacy and otherwise, that I don’t think we want to get into.
It would still be protected information. Its not like the employee at Academy sports is going to get access to your medical history. They just do the background check which either comes back clear or not.
The government can already access pretty much any digital database it wants. The idea of privacy from the federal government is a delusion at this point. I'm not saying that is a good thing, but this would be a weird place to draw the line IMO
